During the BSP government, two CMOs were killed due to misappropriation of the budget of the National Rural Health Mission (NRHM). The then Deputy CMO Dr. YS Sachan was also the Project Director of the Family Welfare Department at that time. When CMO Dr. Vinod Arya asked him for the details of the budget, he did not like it. Investigation revealed that Dr. Sachan, upset by this, had conspired to kill CMO Dr. Arya. After this, when Dr. BP Singh, who became CMO Family Welfare, asked him for the details of the budget, he was also killed.
The then BSP government had allocated the budget by dividing the health and family welfare departments separately. Minister Anant Kumar Mishra alias Antu was given the responsibility of health and Babu Singh Kushwaha was given the responsibility of family welfare. After this, CMO Family Welfare and Deputy CMO started being deployed in all the districts. The Family Welfare Department had an annual budget of Rs 1500 crore for the purchase of medicines and its sharing started. Similarly, many scams took place in the health department as well. The looting of this budget became the reason for the murder of two CMOs. The police had arrested Abhay Singh (currently SP MLA), Ajay Mishra, Vijay Dubey, Anshu Dixit, Sumit Dixit in this case. At the same time, Sitapur criminal Sudhakar Pandey was declared absconding. Sudhakar himself called the CBI investigator and told him that he was not involved in the incident.

There was a scam of 7 thousand crores
When the CBI started the investigation, a scam of about 7 thousand crores rupees came to light in the budget of National Rural Health Mission (NRHM). CBI filed a dozen FIRs in this case and arrested the then Family Welfare Minister Babu Singh Kushwaha, Principal Secretary Pradeep Shukla, and many medical officers, doctors, drug suppliers. The investigation revealed that junk dealers were given the work of making modular operation theaters. A drug dealer arrested by the CBI revealed the whole story by becoming a government witness. During this time some of the accused also committed suicide. These included Deputy CMO Dr. YS Sachan, NRHM Project Director Sunil Verma, etc. Many became victims of road accidents.
The then judge had expressed the fear of murder
Dr. Sachan’s body was found in the toilet of Lucknow jail on 22 June 2011. The then judge of Lucknow, Rajesh Kumar Upadhyay, had suspected murder in his report. However, the CBI ignored the report and submitted a closure report in the court stating that Dr. Sachan had committed suicide. After the family’s objection, the court ordered a reinvestigation of the case. The investigation also revealed that the shooters were given Rs 5 lakh each to kill both the CMOs. After arresting Anand Prakash Tiwari, the CBI conducted a forensic examination of both the recovered pistols and the shells found from the crime scene, which led to the disclosure of the entire case.
